Remove the dash top . Note the five tabs at the top of the black front facia panel (above the instrument cluster). Carefully pull these back and stick 1/8" high-compliance foam weather stripping between the tabs and the dash body (picture).  While you're shopping for it, also get some 1/2" black felt weather strip.  It's got a metal backing and the felt is about 3/32" thick.  Remove the felt from the metal, then slip the felt in between the interface between the front facia and the sides of the instrument panel body.  Push it into place with a screwdriver blade; it should end up flush with the join line of the two parts.

Just poke it in sideways; the edge should be flush with the joint when you're done and will make a nice interface. Simple, nothing to remove. Both these steps will remove a lot of dash rattles.

While the top is off you can secure anything that's loose - look for floppy cables and cable bundles, connectors, that sort of thing (wrap with felt, then cable-tie).  The relay panel behind the glove box is a good place to tighten up, but it will require removing the glove box.  I wrapped tape around the brackets where the back of the relay panel engages; a few wraps around the bottoms of the hooks took up just enough space to make for a snug fit for the plastic posts in the relay panel.  Being an anti-rattle fanatic, I also removed each relay and put short strips of compliant foam around the edges of the base of each relay so the relay couldn't rattle in the socket. You can also look around behind the glove box for miscellaneous stray relays to tie down.
